필리핀 ICAO 면장을 FAA로 전환하기

직접 FAA에 이메일을 보내 문의 한 내용 그대로 올립니다.

여기서 주목해야 할 부분이라 생각되는 것은 면장을 전환할때 얼마나 많은 비용이 들어가는가 인데...

사실 비용부분에서는 아시다시피 비행 시간이 가장 큰 부분을 차지하는 것 아니겠습니까?

그래서 문의 내용중에서도 '얼마나 많은 비행시간을 추가적으로 타야하는가?' 라는 질문을 했지만

답변에는 몇시간을 요구하는지에 대한 언급은 없습니다.

그렇다면 필리핀에서 탄 비행시간은 인정을 하는 상황이라 봐도 될 것 같습니다. 물론, 기회가 된다면 재차 확인을 다시할 것입니다.

이 절차는 필리핀 면장뿐만 아니라 한국면장도 포함하여 FAA가 아닌 거의 모든 ICAO 면장에 적용하고 있는 조건입니다.

일단 필리핀 ICAO면장은 CPL을 가지고 있어도 먼저 PPL로 전환해줍니다. 그리고 나서 CPL 필기시험과 실기시험을 봐야합니다. 대신 추가되는 비행시간을 없다는 것입니다. 단 실기시험에서는 본인이 얼마만큼 시험관을 만족시키느냐에 따라 비행시간이 추가되는 경우가 발생할 수 있습니다. 이 것이 추가되는 비행시간에 대한 변수라 보면 될 것 같습니다.

가령 예를 든다면 어떤분의 경우는 이 과정에서 2만불씩이나 들였다는 분도 계신답니다.

I do have a plan to convert my commercial license with IR and logged 250 flying hours in USA. I have tried to find out better answer for it but could not satisfy me.

So I would like to know that if this license from the Philippines is honored to FAA? Could this license be converted under the same respecting FAA CPL? I just heard that the Philippines CPL will be downgraded to PPL initially in the States. What would be next procedure and requirement to attain the FAA CPL? How many hours do I need to fly in the States? And lastly what are the subjects to take in written exam?

It is my great pleasure to inquire the matter to your good office.

그래서 알고 싶은 것은 필리핀에서 취득한 면장이 FAA에서 인정이 되는 지요? FAA CPL면장과 동일하게 전환이 되는 건가요?

듣기로는 미국에선 먼저 필리핀 CPL 을 PPL로 낮춰 전환한다더군요. FAA CPL을 취득하기위해서는 어떠한 절차가 있으며 무엇이 필요한지요? 미국에서 몇시간을 비행해야 하는 지요? 그리고 마지막으로 필기시험은 어떠한 과목들인 가요?

좋은 안내를 해주시길 바랍니다.

If you wish to convert the Philippine certificate to a "Restricted" US certificate, we only issue at the Private level.  However if you wish to convert to an "Unrestricted" US certificate you will be able to use the Philippine certificate, once verified, as experience but will still be required to take the required tests.

 

만약 필리핀 면장을  "Restricted" 미국면장으로 전환하길 원한다면 저희는 자가용 레벨로 발급해드립니다.

하지만 "Unrestricted" 미국면장으로 전환하길 원하신다면 확인이 되는데로 경력자로 필리핀 면장을 활용하실 수 있습니다. 그러나 요구되는 테스트를 받으실 것을 요구합니다.

 

Instructions for a restricted:  (Restricted 절차)

An Airman cannot act as Pilot in Command of a U.S. Registered aircraft in the United States unless that Airman holds a U.S. pilot certificate.

항공종사자가 미국 조종사 면장을 소지하고 있지않으면 항공종사자는 미국에서 미국등록비행기에서 PIC로 행사할 수 없습니다.

 

The initial step in the conversion process is to submit a "Verification of Authenticity of Foreign License" to AFS-760 requesting Civil Aviation Authority in your country verify the validity of your foreign pilot license, ratings and medical certificate.

전환절차는 먼저 신청자의 국가의 항공부에서 외국조종사 면장, 한정 과 신체검사증의 유효성을 확인하는 "외국면장의 진위여부 확인"을 AFS-760에  제출해야합니다.

 

This form is located on our website at http://registry.faa.gov   choose Airmen Certification, then under Certificates select "Verify the Authenticity of a Foreign License, Rating or Medical Certification".

이 양식은 웹사이트  http://registry.faa.gov   에 있으며 Airmen Certification을 선택하시고 Certificates 밑에 "Verify the Authenticity of a Foreign License, Rating or Medical Certification" 을 선택하시면됩니다. 

After your country has verified the authenticity of your foreign pilot license we will send the information to the Flight Standards District Office (FSDO) you have designated and a copy to you.  You will then contact an Inspector at that FSDO and set up an appointment to complete the process.

신청자의 외국 조종사 면장의 진위여부를 해당국에서 확인이 된후 저희는 신청자가 지정한 Flight Standards District Office (FSDO)으로 정보를 보낼 것이며 신청자에게도 사본을 보내게 됩니다. 그런 다음 신청자는 지정하신 FSDO의 Inspector와 연락을 취하여 약속을 잡으시면 절차가 끝나게 됩니다.

Your certificate #……….., based upon your __________pilot license has a limitation that states:  Issued on the basis of and VALID ONLY when accompanied by _______pilot license #……….

신청자 면장 번호 ..........., 신청자의 __________ 조종사 면장을 토대로 제한이 됨: __________ 조종사 면장 번호 ........ 를 지참해야 유효하며 이에 발급됨.

### "Restricted" 와 "Unrestricted" 의 구분개념이 사실 없습니다. 나름 FAR도 많이 보긴했지만 혹시 아시는 분 계신가요?
